| Abstract |
Background. Various processes of political, environmental, and manmade na-ture periodically create situations in which the need for emergency management methods arises in certain territories of our country. The creation of effective forms of a state of emergency, to a certain extent, depends on the study of the historical experience of imple-menting exceptional legislation. The purpose of the work is to analyze the use of one of the main options for emergency management at the beginning of the 20th century – the state of enhanced security in the conditions of political instability during the revolution of 1905–1907. Materials and methods. To implement the tasks, comparative historical and statistical methods of analyzing documents of various structures of public administration during the first Russian revolution, extracted from the funds of the Russian State Historical Archive and a number of regional archives, were used. Results. The reasons and methods for intro-ducing the state of enhanced security in various territories of the Russian Empire, the mechanism for implementing exceptional measures, and the effectiveness of emergency management methods are studied. Conclusions. The state of enhanced security became the most common form of implementing emergency management methods in the fight against the revolutionary movement in 1905–1907. It allowed for the expansion of the protective powers of central and local government bodies, while maintaining the integrity of the verti-cal of power. The constancy of the main components of the enhanced security provision throughout the entire period of the revolution indicates that the government considered this version of exceptional measures to be quite effective. |
